The recruitment function at Cable & Wireless had been outsourced for a number of years to a BPO firm. The decision was taken to 'in-source' the operation in order to increase capability across both systems and people as well as to decrease operational costs.
This project was completed within a three month deadline and the 'pay back' of the supporting three year business case which drove the implementation, was achieved within six months of 'go live'. This was largely achieved by significantly reducing the previous reliance on agency based hiring, in favour of a 'direct' sourcing strategy.
Key Components
The key components of the implementation were:
- a transactional cost model across all areas and disciplines
- introduction of a direct web based recruitment strategy, with the implementation of I-grasp as the supporting Applicant Tracking System (ATS)
- development of an in-house Search function and capability across senior and specialist roles
- the use of a 3rd party Recruitment Process Outsourcing (RPO) firm to provide 90% of function headcount - gave maximum flexibility against recruiting volumes and associated costs
- introduction of efficient 'find a friend' programmes that accounted for c15% of hires
Sucess indicators
The Key sucess indicators were:
- three year business case 'pay back ' achieved within 6 months
- the reduction of agency hiring from 83% to 23% within three months
- transactional cost model was very popular with business leaders
- cost per hire and time to hire vastly reduced
